The same applies to actor constellations directly relevant as structures of interactions for the formation of a knowledge order. Whether actors either surrounding or in an action arena play a role in the development of a knowledge order at all and how they play their role depends on those actors directly involved in the interactions within this arena. In other words, it is up to the actors interacting in this arena whom they regard as relevant, i.e. whether or not it makes sense for the actors in the action arena to consider others as relevant for achieving the objectives which could and should be realised according to their assumptions or beliefs about factual and normative matters. This is ultimately related to the question about who is allowed to participate (what this means is shown in Section 4.1).
