ABSTRACT

Land management activities of all three cities in the field of climate change were primarily analysed by evaluating legally binding land-use plans. Due to municipal planning competence and the resulting claim to control, these plans are powerful means for integrating climate considerations into regional development planning. By employing legally binding land-use plans, standards and guidelines that the municipalities have imposed upon themselves for their own properties, they are influencing parts of the cities’ societies. Thus, in referring to certain parts of a city, set targets become mandatory for everyone.
