ABSTRACT

The individual chapters of the special issue are arranged as follows. After this Introduction, the conceptual framework of the Darmstadt group will be outlined in the article ‘The development of local knowledge orders: A conceptual framework to explain differences in climate policy at the local level’ (by Hubert Heinelt and Wolfram Lamping). To show how a knowledge order develops, particular mechanisms will be presented which have been identified as crucial for the formation and reproduction of and where applicable also changes to the knowledge order affecting climate policies in the three German cities.
