ABSTRACT
Not all presidents are equal. Nor do their political fortunes remain static across the four or eight years of their terms. Presidents rise and fall, succeed and fail, and become more or less popular and powerful. A president may enter office with one level of political opportunity, but events may disrupt the old order and create new opportunities, or erect roadblocks. Such was the case with George W. Bush (served 2001-2009).
