ABSTRACT

The transformation of the former Ochagaviaa Hospital in the district of Pedro Aguirre Cerda in Santiago, from being a hospital to become a Logistics and Business Hub, has put an end to a long and obscure process. This chapter considers the Ex-Hospital Ochagavia as emblematic and catalytic of social, political and economic processes of all Chile. It analyses the historical evolution of this building. It shows the possibility of generating a tool of mediation and participation, through which the community is able to access information regarding the stake-holders, institutions and norms linked to the ex-Hospital's recycling. The emblematic case of the ex-Hospital Ochagavia stands as a strategic enclave for triggering a significant urban renewal in Pedro Aguirre Cerda district. Due to the absence of a Town Planning Scheme in Pedro Aguirre Cerda, the confusion about the future of the commune depends on the capacity of stakeholders for influencing the authorities.
