ABSTRACT

In India, the establishment of the State Councils of Higher Education (SCHEs) is based on the recommendations of the National Policy on Education (NPE) (1986) as modified in 1992. The Constitutional Amendment of 1976, which includes Education in the Concurrent List, was a far-reaching step in forging center-state partnership. Rashtriya Uchchatar Shiksha Abhiyan (RUSA) aims at strategic funding and support to the state higher education system in order to achieve the goals of equity, access and excellence. The SCHEs were conceived to play an important role in preparing the state higher education plan in accordance with the state-level requirements on rational considerations. Considering the fact that there has been a lack of adequate interaction between the centre and the states regarding development of higher education, the RUSA provides a unique opportunity for continued centre-state dialogues.
