This chapter introduces some of the academic debates on the concept of social exclusion, identifying its core elements, and highlighting the main points by concretely referring to the situation of the Roma minority in Hungary. The chapter presents the findings of an action research that was conducted in a small Hungarian town and analyses the mechanism of exclusion, which affected the local Roma, by putting emphasis on the coexistence of exclusion and the lack of open communication between the Roma and non-Roma groups of the community under investigation. The author argues that the approach of restorative justice is an adequate answer not only for addressing the lack of open communication between different groups but also for supporting vulnerable groups and thereby counteracting social exclusion.
