ABSTRACT

This chapter outlines the national constitutional system before clarifying the relationship with international law and the implications of multi-vector integration. The constitutional system of Moldova is considered to be one of the most 'international law friendly' in the post-Soviet era as far as the relationship between international law and national law is concerned. The Republic of Moldova was one of the first Soviet republics to proclaim its independence on 23 July 1990 and to leave the Union of Soviet Socialist Republics in the aftermath of the coup d'etat in Moscow in August 1991. The Constitution imposes a general commitment on Moldova to respect universally recognised principles and norms of public international law in its domestic and foreign policies. The European Union (EU)-Moldova Association Council is assisted by the Association Committee, which is composed of the parties' senior officials and may be granted by the former the competence to issue binding decisions.
