ABSTRACT

This chapter provides priorities that have been proposed to help secure a transition towards a low carbon and resource efficient economy at a global level. It analyses how climate and resource use considerations are reflected in the Scottish Government's approach to the economy and in particular the extent to which the identified priorities are evident. The chapter examines Scottish government approaches to developing a low-carbon and circular economy and challenges in moving towards a low-carbon and more circular economy. The Low Carbon Economy strategy identified several broader indicators to track progress in decoupling economic activity from carbon emissions. A circular economy seeks to maintain the value of materials and products for as long as possible, minimise resource use and avoid waste. The New Climate Economy Report highlights how setting regulations and standards can stimulate action where a market-based approach does not work and provide certainty.
