ABSTRACT

An important part of the bilateral trade negotiations between Canada and the United States, and certainly a strong focus of public discussion in Canada, relates to the means of resolving trade disputes between our two countries. Much of the attention is focused on grievances regarding trade in agriculture and natural resources. Although the negotiators face many similar issues in both the U.S.-Canada bilateral negotiations and the multilateral negotiations in the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), there are differences, particularly in relation to the use of subsidies that may affect trade and the means of resolving disputes.
