ABSTRACT

Good morning, it’s a pleasure to be in Minnesota. I would like to begin by reiterating one point that Mike Gifford made in his presentation. Political will–that is what the success of these trade negotiations is going to depend upon; not only the free trade talks with Canada and any agreement that might develop there, but also the agreement that will be developed in the Uruguay Round of the multilateral trade negotiations (MTN). The question is: how much political will is there around the world really to do something about the mess that farm programs are in on a worldwide scale?
