ABSTRACT

Continuity and change are features of every political system. Whatmakes each system significant is the nature and the extent of thatchange. Some systems are characterized by rapid and sometimes revolutionary change. Others are noted for continuity with past experience and structures. The task of the student of politics is to discern the distinctive features of that continuity and change; to generate concepts; and, if possible, to construct models and theories that will aid understanding of and serve to explain those distinctive features and the relationship among them.
