ABSTRACT
In every country and in every jurisdiction within that country, the public policy-making and administrative systems are different. There are always different leaders, different laws, different customs, and differing levels of corruption influencing the system. At the same time as they are different, however, they are also the same in that all policy-making systems share common elements. The first of which is that they are systems.
