ABSTRACT

This chapter focuses an integrative framework that can be used to navigate within and between the conundrums, thereby improving the design, assessment, planning, implementation, and monitoring of SHD/PR/CCMAR projects. While it does not provide comprehensive analysis or modeling, it could, potentially, serve as a powerful resource for identifying and, ultimately, bridging fundamental gaps in development practice that persistently undermine success. Failures to fill the gaps represent significant risks for development practice. The framework should serve agenda-setting that engages the full diversity of stakeholders and reduces the risks of failure. The chapter sketch the framework, and show how it can be used to simplify complexity in practical ways, while identifying gaps in knowledge and tools. The chapter illustrates how the framework can be used with two cases: a critical retrospective case of national scale in Mali; and a prospective case of watershed scale in the US.
