ABSTRACT

The basic conundrum is that the keys to successful hazard management are good analysis, planning and preparation, and organizational commitment. However, these keys are very often lacking when dealing with unexpected and unanticipated events. Unexpected possibilities and uncertainties pose separate, but overlapping challenges to risk managers. One important source of a surprise is changing conditions that make obsolete a previous rational planning decision. This chapter describes the problems associated with designing, implementing, maintaining, and evolving processes to enhance supply chain disaster resilience to unexpected risks, and potential ways to address these problems and may be informative to the government effort. It discusses some coping strategies for dealing with uncertainty. Societal commitments are needed that are strong enough to confront the conundrums and seek a constructive balance to the conflicting pressures that create the conundrums. To be better prepared for unexpected events and better able to cope with uncertainty is one aspect of societal resilience.
