ABSTRACT
Prevention of humanitarian disasters presupposes foreknowledge, organization for collective action, and a willingness to act. The chapters in this book, all of them the work of members of the Genocide Prevention Advisory Network (GPANet), provide some guidance on these issues, from local to regional to international. They also document some serious lapses and areas of willful ignorance.
