ABSTRACT

This chapter presents a project to establish village community committees for data gathering and conflict mitigation in regions with elevated risks of identity-based conflict as a possible precursor to mass atrocities. The project has been implemented by the Office of the United Nations High Commissioner for Human Rights in different regions of Mauritania since 2015. The chapter describes the methodology used for the establishment of committees, building on the research on mass atrocity prevention of the past two decades. The author encourages other governmental and non-governmental actors to replicate this project in an adapted form in other countries at-risk and thus contribute to enhancing the effectiveness of mass atrocity prevention at the local level.
