ABSTRACT
Many environmental problems are by their nature transboundary in scope. This makes them classic public goods or collective action issues, as members of the international community share concern over their common fate and must also share the burden of finding collective solutions. Pollution and overexploitation of resources are two main collective problems that have been magnified by intense population growth, urbanization, and industrialization (Starkey et al. 2015).
