ABSTRACT

The Gujarat Earthquake occurred at 8.50 am on 26 January 2001, near Bhuj, a central city in Kutch District, Gujarat state. In Gujarat state, India, the author visited the following organizations to carry out hearings and to collect documents: Gujarat State Disaster Management Authority (GSDMA) in Gandhinagar, the urban planning consultant Environmental Planning Collaborative (EPC) in Ahmedabad, the on-site office of the GSDMA in Bhuj, the Bhuj Area Development Authority, and Abhiyan, which is a collective of NGOs undertaking disaster-relief activities in Kutch. The Bhuj Area Development Authority (BHADA), an independent administrative organization, was established in May 2001 with the intention of playing a pivotal role in the construction of urban infrastructure and support for rebuilding of housing. Town planning schemes in Gujarat state are generally created and implemented using a land readjustment method based on the Gujarat Town Planning and Urban Development Act, established in 1976, as the implementation method for the master plan.
