ABSTRACT

Migration (GCIM) states that ‘it is essential for foreign aid and investment to be more carefully directed towards countries and sectors that have been particularly affected by the loss of their professionals’ (Global Commission on International Migration 2005, p. 25). The report recommends co-investment programs, where developed states provide educational resources to develop professionals who benefit both sending and receiving states. Insofar as these sorts of win-win scenarios are feasible, they should be explored.
