ABSTRACT

The ADA applies to all businesses with 15 or more employees. Small businesses, which employ people with disabilities at significantly higher rates than big businesses (Kaye, 2003), struggle with costs of accommodations for people with disabilities, including the cost of health insurance. Businesses with 15 to 100 employees are provided with support through Section 1311 of the ACA to afford health insurance for all employees, including women with disabilities. Section 1311 describes Small Business Health Options Programs that are to be fully instituted by January 1, 2014. The ability of individual consumers and employers to find affordable health insurance should facilitate the obtaining of health care for women with disabilities and hopefully, enhance the employment possibilities for women with disabilities.
