ABSTRACT

This review article provides the international policy context for mitigation actions (MAs) so as to position the country studies of MAs that follow in this special issue within the context of internationally negotiated efforts under the United Nation Framework Convention on Climate Change (UNFCCC). To do this, the article will discuss the negotiated historical delineation between developed and developing countries in the Framework Convention and the emergence and evolution of the concept of nationally appropriate mitigation actions (NAMAs). The next section analyses the institutionalization of NAMAs before concluding with a brief discussion of how this internationally negotiated concept interacts with the domestically situated MAs of the country studies in this volume.
