ABSTRACT

One of the dilemmas of water administration is dealing with competition resulting from multiple water uses (Bakker 2010). Water is an important economic resource that is scarce in relation to its possible multiple uses (Perry et al. 1997), which gives rise to management problems that require integrated approaches (ECLAC 2003). Relevant water management institutions, however, tend to be based on individual or sectoral approaches rather than integrated ones, which tends to generate conflicts.
