ABSTRACT

This chapter investigates the development of a bottom-up community and economic development strategy in regional Australia. Using the Managerial Flow framework, we focus on the strategic and coordinative factors associated with the economic development plan, and investigate what factors worked, and what did not. The Managerial Flow framework enables a detailed analysis of the management processes involved in the implementation of public policy (Vecchi & Brusoni, 2012). In addition, the stakeholder issues pertaining to resistance to change associated with the implementation of policy are explored.
