ABSTRACT

This chapter focuses primarily on two of the condom use behaviors: always using a condom for vaginal sex with a main partner and always using a condom for vaginal sex with occasional partners. As part of a theory-based approach, the importance of environmental facilitation was recognized and led to an early decision to include the distribution of condoms and bleach kits as an essential part of the intervention. With the exception of the New York project, the AIDS Community Demonstration Projects were based in state or local health departments that had traditionally implemented clinic-based HIV prevention interventions. The Centers for Disease Control and Prevention (CDC) is supporting a number of projects designed to implement, and evaluate the effectiveness of, interventions to reduce the risk of HIV transmission. It was believed that community interest in and support of the program would be increased by acknowledging and addressing other relevant community concerns.
