ABSTRACT

Big changes need big visions. An appropriate example of this transpired as this chapter was being composed when President Obama used his authority under the Antiquities Act to create the largest marine preserve in the world. This action expanded the Pacific Remote Islands Marine National Monument from 87,000 square miles to nearly 500,000 square miles, an area larger than the territory of Germany. With a simple signature and without Congressional consent (that could hardly be attainable in this case) the President preserved public lands and waters, creating a significant environmental legacy (The New York Times, 2014).
