ABSTRACT

In recent years, with huge leaps in China’s economic and social development, the issue of child policy has gradually become a hot issue both in academic fields and in practice. Different from Western countries, China was eager to establish a complete judicial system to guarantee children’s basic rights but always lost sight of the construction of a social welfare system before 2006. Therefore, although the framework of the child policy has undergone a successful transformation from the non-judicial stage to the legal stage from 1949 to 2014, the systematic social welfare system aiming at all children could not be observed up to now. Based on this situation, China’s policy-makers should give more attention to the development of child-related social services, identify the future path of child policy, and gradually solve core problems both in the judicial system and the social welfare system.
