ABSTRACT
To put it another way: perhaps the inner cities, like the assisted areas, are just microcosms — extreme examples, if you like — of a more general British problem. That problem is fundamentally economic, though of course it has many ramifications — education, social policy, housing, transport. The problem is that a large and increasing part of our space economy is in a state of structural decline.
