ABSTRACT
Formulating, implementing and enforcing policies intended to reduce greenhouse gas (GHG) emissions 2 requires credible and reliable information that shows where emissions come from and who is responsible for them. Just as they are essential for the integrity of the global financial system, standardized accounting frameworks, transparent reporting mechanisms and robust verification systems are vital for effective climate governance.
