ABSTRACT
Adaptation to climate change involves ‘adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderates harm or exploits beneficial opportunities’. 1 This adaptation will take place within the limits of the global structure, which has so far determined that those who have the least responsibility for climate change – in the poorest, least industrialized nations – will suffer the worst consequences. 2
