ABSTRACT

Criminals and terrorists are part of an integrated network that includes those that secure nuclear material and transport it to terrorist purchasers. The main trajectory of this route is from Russia, through the Caucasus on to Turkey. Georgia, in particular, has been the epicenter of the smuggling with 300 reported incidents in recent years. 1 Research conducted along the smuggling route by the author, with colleagues from the region, suggests that the links between the criminals and the terrorists are not random even though the connections between these two kinds of non-state actors are not readily apparent. Both groups of non-state actors are specialists in subterfuge. They manage to mask their interactions which occur in prisons, uncontrolled territories, or diaspora communities where they are not readily observable to outsiders.
