ABSTRACT

The education service had a seat at the table of the Area Boards and began through that to play an important part in local Manpower Services Commission (MSC) planning and operations. And for more and more clients of the careers service MSC programmes were the only immediate destination. The MSC's own consultations had, however, suggested that a bigger prize might be within the country's grasp. To qualify under the scheme a programme of training must satisfy criteria to be established by the MSC. The proposals of the Youth Task Group were endorsed unanimously by the MSC at its meeting in April 1982. The MSC was anxious to maintain the momentum generated by the initial enthusiastic response. The MSC was asked as a matter of urgency to consider, consult and report to the government on appropriate machinery at both national and local level for carrying out its enhanced responsibilities.
