Procedures for quality control were automatic. Some schools expressed concern that inspectors would spend too short a time in schools to enable valid judgements to be made about the quality of work and that they would have predetermined ideas about the 'right' ways of doing things. Inspection guidelines are quite explicit and there is little excuse for college management who misunderstand what is required by the inspection team. In 1992, all polytechnics became universities and so were then subject to the same conditions as universities, but universities discovered, possibly to their surprise that they too were to be included in the quality awareness and assessment exercise. Schools, colleges and universities have all been included in the drive for greater efficiency and effectiveness. Adult education managers feel, perhaps justifiably, that they have to face more problems than institutions which have a predominantly full-time student body.
