ABSTRACT

Public institutions in Korea have played an important role in economic growth and social value creation. As a result, evaluating their performance has been of great interest and the performance management system has evolved and institutionalized in a long period of time. This chapter historically reviews the emergence and development of performance evaluation system in Korea, focusing on legal and institutional frameworks as well as evaluation models and methods. In addition, this chapter discusses the current state and challenges of performance evaluation in Korea by analyzing empirical data related to evaluation results by indicators and institution types. Finally, lessons learned from the Korea case and policy implications for the future are suggested.
