ABSTRACT

This chapter offers an explanation as to why and how the technological transformation process seems to have been rather slow in Tanzania. Under conditions of the environment the considerations about type of technology to be employed and technological transformation options were blurred by the attention given to mobilization of foreign finance. As regards training in techno-managerial skills the long term industrial plan pointed out that in the early stages there would be a marked increase in the need for foreign technical assistance and a corresponding delay in control by Tanzanian managers and technicians. According to the concerns raised in the series of National Seminars for Science and Technology Development, Tanzania has had no clear policy on science and technology development. The national policy on science and technology puts emphasis on the development of scientific and technological research, innovations and keeping in operation existing technologies.
