ABSTRACT

Import substitution in manufacturing industry in Zimbabwe, as it was contained in the phase of protectionism, has been regarded as a goal in itself. It may also be true that import substitution industrialization has reached its peak in certain sub-sectors and for whole groups of commodities. In Zimbabwe there exists no legislation which deals explicitly with the transfer of technology. The concern of the regulatory-monitoring bodies at the Ministry of Industry and Technology and the Ministry of Finance, Economic Planning and Development is focused essentially on the financial content of the investment projects for the purpose of rationalizing the distribution of the limited foreign exchange available. In Zimbabwe, regrettably, there does not a recognizable effort for the implementation of programmes in the field of popularization of science and technology or for the enhancement of their appreciation in the various groups of the society.
