ABSTRACT

Generally, the development experience of India is thought of as a paradox. If development is treated as synonymous to growth, a disjuncture between rates of investment and rates of growth of output in itself can be seen as a paradox. However, such an understanding does not contain the elements of an analytically based causal mechanism. If development is alternatively defined, as has been done in the study, the paradox reveals itself in different dimensions which can be integrated to develop a coherent understanding of the nature and genesis of the paradox. The study has viewed development as an interactive process between social, economic and technological factors and has made an attempt to assess the development experience with focus on the role that technology has played in it. The analysis has identified the basic characteristics of, and located the major weaknesses in, managing the dynamics of technological transformation in India since independence. By taking stock of these in an integrated manner this chapter suggests as a conclusion that the logic of the development paradox in India can be better understood in the light of some distortions in the process of technological transformation.
