Presidents Millard Fillmore and Franklin Pierce ordered army commanders in the Pacific Division to intervene against filibusters organizing in and launching from San Francisco in the early 1850s. The civil constabulary missions of Colonel Ethan A. Hitchcock and Brigadier General John E. Wool were defeated by local and national politics, official lethargy, and popular will.
