ABSTRACT

The concept of regimes has been used to analyze global problems such as international financial exchanges, security and climate change. There is a wide literature on the factors that lead to regime formation, that affect regime maintenance and how regimes can be utilized to address global problems in the future. Convention on the Elimination of Discrimination against Women entitles women to equal enjoyment with men not only of civil and political rights, but also of economic, social and cultural rights. Focusing on gender equality, the gender regime has brought about a new understanding and consensus, with some regional differences, that is, a view of women as full and equal partners with equal rights to resources and opportunities. Global women's networks shaped the international gender equality regime by policy advocacy. In the mid-1980s, Turkey had returned to 'democracy' after a military coup, and had initiated economic liberalization policies.
