ABSTRACT

The intellectual debates of the 1980s and 1990s focus on governance as a prominent concept in the language of international public policy. It discusses the concept of governance and what is meant by good governance before turning to local governance and its implications for women in Turkey. Good governance involves both state character and capacity and the democratic concept of accountability. For the United Nations Development Programme (UNDP), governance constitutes the exercise of economic, political, and administrative authority to manage a country's affairs at all levels. The women's platforms that were established as a result of the local agenda 21 process deserve close attention as examples of emerging partnerships of local governments with women. The ultimate goal of the training program is to prepare the participants for grassroots organization, policy advocacy and collective action, which includes dealing effectively with all levels of government.
