ABSTRACT

This chapter proposes a comprehensive, long-term roadmap for the building of the Korean peninsula peace regime; an inter-Korean approach to peace regime building; and an international cooperation approach to peace regime building. It suggests that, the two Koreas and the four major powers need to agree on a comprehensive roadmap for the building of the Korean peninsula peace regime. The chapter examines that the North Korean nuclear issue should be resolved peacefully through the six-party talks. It also examines that the two Koreas need to work together to find an alternative to the South's proposal for an inter-Korean peace treaty and the North's proposal for a Democratic People's Republic of Korea–US peace treaty to replace the 1953 Korean armistice agreement. The chapter argues that the stalled four-party talks should be reactivated and be resumed to conclude a peace treaty to replace the Korean armistice agreement. It evaluates in detail the four-party peace talks in 1996–99.
