Human resource development is a key component of economic development. Just as economies have competitive advantages from either natural resources or physical capital it is possible for an economy to develop a competitive advantage by providing a highly skilled labour force. In fact since knowledge and skills create the dynamic of the most developed economies and are the forms of capital most closely aligned to human resource development it is difficult to imagine how an economy can prosper without seriously developing its own population or poaching someone else’s. Countries are investing heavily in upgrading labour-force skills and a sustained high level of investment is required to even maintain a competitive position.
