ABSTRACT

This chapter describes the development of long-term care in Hong Kong since the 1980s, when the city first became an ageing society. Care programmes for the elderly are delivered through several providers: the Hospital Authority, Department of Health, Social Welfare Department, non-governmental organisations, volunteers, neighbourhood support groups, private 'for-profit' businesses and family caregivers. Day care centres provide nursing, rehabilitation, social and personal care services for frail elderly people who lack family members, or whose family members are unable to look after them during the day. For a long-term solution, a comprehensive policy and a determined Government with clear vision and strong leadership in long-term care are required. The Government introduced the Residential Care Homes Ordinance on 1 April 1995 to regulate the operation of these homes through licensing. One study recommended that the Special Administrative Region Government develop a new long-term care system.
