ABSTRACT

This chapter evaluates and compares the implementation of consistency, concurrency and compact development. Florida implementation doctrine is instilled in three central policies of the Growth Management Act (GMA), which together frame the Act as a multifaceted initiative. The three policies are consistency, concurrency and compact development. Consistency provides the structural framework for implementing the GMA. The purpose of consistency is the organization of planning; the critical issues are intergovernmental planning and local-regional-state plan review. Concurrency and compact development have followed in the 1990s, introducing different domains and implementation styles. The purpose of concurrency is controlled growth and economic development: the critical issues are public facilities and funding concurrency. The purpose of compact development is compact growth and economic development; the critical issues are transport and urban-suburban sprawl. With concurrency and compact development underway, attention has shifted to sprawl control and economic development issues.
