ABSTRACT

This chapter investigates the capability of the US government's online counterterrorism messaging to fight against Islamic State of Iraq and Syria' (ISIS') successful recruiting campaign. The Department of Information (DoI) should be created with longevity in mind as it can be used to counter all adversarial communication, not just ISIS. The DoI would demand that America's diplomatic, informational, military, and economic powers come together and collaborate to create a unified front that ideocides ISIS' most powerful weapon: the narrative. Additionally, the chapter examines how a state actor such as the United States can develop a strategic communications strategy to help in countering ISIS propaganda; the solution proposed is a reformulation of the United States Information Agency (USIA) but under the possible supervision of a Department of Information. Twenty-nine interviews conducted by the author on the topic corroborated a similar sentiment about how detrimental losing the USIA was to the government's ability to carry out a more unified strategic communications plan.
