ABSTRACT

Sustainable Urban Mobility Plans (SUMPs), Sustainable Energy Action Plans (SEAPs) and Sustainable Energy and Climate Action Plans (SECAPs) are the main tools promoted by the European Union to foster local sustainable mobility, energy, climate change adaptation and mitigation policies.

The paper reports the outputs of a study on the current situation of SUMPs and SEAPs/SECAPs in Italian small and medium-sized cities (50.000 to 350.000 inhabitants). Detailed data on the plans developed to date (or lack thereof), the status of each plan as well as the need to review existing plans are provided. Furthermore, the study focuses on the concept of “harmonization of SUMPs and SEAPs” and detailed data are presented on the barriers hindering harmonization.

Finally, the paper identifies a set of Italian cities that have at least a SUMP, SEAP or SECAP, and have a potential to harmonize planning, implementation and monitoring of their sustainable energy and mobility plans.
