ABSTRACT

As construction companies attempt to maximize the value of each road project and optimize their investment portfolio, it has become vital to assess the impact of road transport projects for their cost effectiveness in order to support well-informed decision-making. Proper impact assessment will result in road design that is more advanced, efficient operations, and improved environmental protection. Identifying cost-effective road design, which have a minimal environmental footprint, however, is one of the biggest challenges for road construction industries. The purpose of this paper is thus to propose a holistic methodology for assessing the impacts of the road projects, by taking into account the available natural resources, the environment, and by involving all relevant stakeholders. The paper also outlines steps to assess both monetised and non-monetised impacts. By employing, the proposed steps, the pros and cons of new road networks can be identified in a structured way and hereby highlight factors of success and failure.
