ABSTRACT

Alan Altschuler is interested in examining the political and administrative issues inherent in planning and land-use decisions in American cities. He focuses on how planners make difficult professional and value choices. Based on case studies of planning in Minneapolis and St. Paul, Minnesota, this selection is concerned with how planners define the public interest and engage in community goal conception. Altshuler argues that for planning to be successful, goal premises must be established in a politically compelling manner.
