ABSTRACT

This chapter argues that the export of higher education services is a viable option for small developing countries located in the Caribbean region. It describes the characteristics of small island developing states referring to the universities in these states and the reasons why students would choose to study in the states. The chapter discusses the global market for higher education which has expanded as a result of information and communication technology. It presents a case for further collaboration between the universities in the Caribbean region in the form of a cluster. The experience of the University of the West Indies since the middle of 2016 is instructive. In spite of the successes just mentioned, there is considerable room and opportunities for expanding educational services as an export from the Caribbean. The premise on which any university decides to enter the global market for higher education relates to the possibility of attracting some of the millions of internationally mobile students.
