ABSTRACT

This study presents perspectives on early childhood education of children from birth to 3 years as a fundamental right in a non-integrated and exclusionary Congolese education system. The analysis reveals that such education remains an exclusive business of the private sector in a context in which public authorities have no clearly stated inclusive policy and planning to enhance equitable capability development for all children. Early childhood education provided by childcare centres remains a luxury good, and does not herald a more equitable future because it benefits and remains the preserve of only a few children from financially able families.
